No answer does not always mean an outage.
Classic ping measures ICMP packet round-trip, but for websites something else matters more — how fast the server delivers a page to a real visitor. This tool measures exactly that: DNS lookup time, connection setup and TTFB (time to first byte). These are the same metrics Google considers in Core Web Vitals.
A good TTFB is under 200 ms, acceptable is under 500 ms. Above 800 ms a site feels sluggish: the culprit is slow hosting, a heavy backend or missing caching.
